Herein is my unfettered reaction to the revised sign ordinance:
F. That effective sign regulations will enable the economic competitiveness of Los Angeles by providing and promoting urban design excellence.
SEC. 14.4.3 APPLICATION
C. Prohibited Signs
9. Why are roof signs prohibited? Well-designed roof signs are some of the most community-enhancing features of the City, i.e., The Asbury sign near MacArthur Park.
D. Prohibited Locations.
4. Is two feet enough distance from the roadway? I'd advocate for at least enough space for the width of a sidewalk to be unencumbered by a sign support structure.
E. Maintenance.
3. Abandoned Signage. Replacing the face of signs with blank panels or "painting out" the panels will contribute to blight, not alleviate it. Some of my favorite signs are historical reminders of what was once there and serve the important purpose of continuing the narrative for an evolving sense of place.
F. Sign Illumination Limitations. With the advent of emerging technologies, foot candles is an antiquated measurement and even reducing the intensity from three to two foot candles may still result in unintended consequences. What is a more apt measurement of intensity?
. K. Maximum Sign Area. According to this provision, I belief I could erect a 5 foot by 10 foot sign in my front yard, since I have 50 feet of street frontage. If I'm on a corner lot, I could have two. That's rather generous! In addition, I may have another 5 foot by 5 foot sign for "Premises Sign Area", which in effect just recreates the distinction of off-site and on-site signage that the revised ordinance was trying to remove.
SEC. 14.4.9 ILLUMINATED ARCHITECTURAL CANOPY SIGNS
A. Area.
1. Is 50 square feet maximum based on any design examples? Or is this just an arbitrary number? When you relate it to the total allowed for Pole signs, which is 80 square feet you continue to strengthen the visual impact of pole signs and their preponderance for commercial content while similarly diminishing the impact of signs which might be comprised with a design emphasis in mind, which help to promote a sense of place.
SEC. 12.4.13 TEMPORARY SIGNS
C. Time Limit.
EXCEPTION: No time limit for temporary signs that do not require a building permit. So is this the sign of least resistance? Will our communities be plagued with a permanence of temporary signs? BUDWEISER ENCOURAGES YOU TO VOTE (EARLY & OFTEN), would that be political enough to qualify for the exemption?? RUSH LIMBAUGH is GOD, is that ideological enough?
