In about two weeks the SCAG Regional Council will vote on the 2012 Regional Transportation Plan (RTP) and the first regional Sustainable Communities Strategy (SCS). Put together through a bottoms-up process, the plan shows the various cities, counties, and transportation agencies in the region collectively moving in a new direction – one with more transit and less sprawl. We applaud the draft RTP/SCS because it:
- meets the SB 375 target for greenhouse gas reductions in 2020 and exceeds the 2035 target achieves Clean Air Act conformity;
- reduces vehicle miles traveled (VMT) and traffic congestion over much of the region;
- anticipates much of new development occurring near transit giving more people options for getting around;
- increases funding for bicycle and pedestrian improvements.

I support the RTP because it shows Southern California is moving in a new direction: towards more transit, more walking and biking, and revitalizing neighborhoods around transit. I am proud that the RTP/SCS meets the SB 375 target for greenhouse gas reductions in 2020 and exceeds the 2035 target; achieves Clean Air Act conformity; reduces vehicle miles traveled (VMT) and traffic congestion over much of the region. I understand that the RTP/SCS process will repeat in four years, so we have room to set up an even better 2016 RTP. I urge you to expand funding for transit, Metrolink service, bus rapid transit, bicycling and pedestrians; create a tighter link between transit and land use; increase efforts to reduce GHGs and emissions from freight; step up the environmental justice monitoring; and work towards a better jobs-housing fit.
