On Wednesday, January 9 (10am), Los Angeles City Council will vote whether or not to place a $3 billion street repair bond measure on the May 21st ballot. 
As it is currently written, the motion for Council File 13-1300-S1 is a bit of an embarrassment. There isn't a single reference to complete streets, pedestrian safety and/or the need for better urban design citywide. There isn't even any reference to the excellent work currently being advanced to update the mobility element of the general plan.
Mostly, the emphasis is on the automobile (not the person) and the wear-and-tear costs associated with poorly maintained streets. An eroded street system costs so much more than the $750 per vehicle per annum as mentioned. What about all of our worn-out tennis shoes, busted spokes, blown-out bicycle tires....not to mention the legal repercussions of all those irascible trip and falls?!
Our streets are so much more than simply conveyance systems for the automobile. They serve as the arteries that keep our city resplendent with culture, innovation, ideas and energy.
Instead, I'd recommend that this motion be rewritten so that the mobility, safety and happiness of PEOPLE is emphasized.
